Job Description

The Head of Financial Crime Compliance is a key strategic risk management leadership role that has a broad remit and responsibilities for providing oversight and management of all aspects of Financial Crime Risk (Anti-Money Laundering, Counter Terrorist Financing, Sanctions, Tax Evasion, Fraud, Anti-Bribery and Corruption). The incumbent will play a critical role in driving the implementation of the Compliance Strategic Plan from a Financial Crime perspective, namely i) driving sustainability and simplification, ii) supporting business growth, iii) delivering advanced capability and iv) navigating the regulatory landscape.

The role is a critical forward looking leadership role and requires strong partnership with business to drive and accelerate the execution of Financial Crime Compliance programme that directly impact business performance. 

This is a country Executive Committee (ExCo) role, and the successful applicant will be a member and participate actively in the Country Exco, Financial Crime Risk Management Committee, Risk Management Meeting and any other committee suggested by the Senior Management from time to time.

We are currently seeking an ambitious individual to join this team in the role of Head of Financial Crime Compliance.

In this role, you will:

  • Act as the country Risk Steward for Financial Crime Risk and responsible MLRO in accordance with local laws and regulations;

  • Build key relationships with business stakeholders in country and provide insightful advice and challenge to business initiatives, supporting the business to manage its financial crime risks;

  • Ensure a proactive approach is taken in identification of financial crime risk change and potential impacts on the Business;

  • Drive the BAU monitoring of financial crime developments impacting on all business lines with in the country, leveraging MI and analytic capabilities where available, and reviewing the appropriateness of the framework as required;

  • Develop and implement as required AML, CTF, counter proliferation, anti-bribery/anti-corruption and sanctions policies and systems that ensure that exposure to financial crime and reputational risks is managed, in a practical and effective manner; ensure local policies and procedures for managing all financial crime risks are in place and regularly updated;

  • Provide oversight in the country exit from the Operational Effectiveness Exercise (OEE);

  • Ensure exposure to current risks and emerging risk is managed appropriately, in a commercially focused and practical manner;

  • Review and assist in the effective deployment of the Financial Crime Compliance Assurance function in the country;

  • Lead / liaise with relevant regional stakeholders Global Business and Functional teams to provide expertise on all FCC matters and Interact with regulators and industry bodies on Financial Crime related matters;

  • Responsible for the performance management of the team, using relevant performance management tools, ensuring timely action is taken to improve underperformance, to maximise effectiveness of the team;

  • Resolve any/all identified issues promptly, and escalate concerns to ASP Head of FCC and other managers as appropriate to ensure timely awareness of any material concerns;

  • Maintain and observe all HSBC control standards and implement and observe the Group Compliance Policy, including the timely implementation of recommendations made by internal/external auditors and external regulators.

Job Requirement

To be successful in this role, you should meet the following requirements:

  • Experience in Leadership and strategic role.

  • Excellent communication and inter-personal skills, with experience of dealing with executives at all levels including the capacity to articulate the case for risk management and policy in the language of business.

  • Ability to develop practical, cost effective solutions to complex issues.

  • Ability to balance the need to understand the Business and its growth against the need to protect the Bank from financial crime risk exposure.

  • Experience of dealing with regulatory matters and confident interaction with Regulators.

  • Experience of creating, leading and motivating a team.

  • Experience of interpreting and analysing a large volume of information and / or data and provide succinct summary for management.

  • Experience of working within a matrixed environment preferred, including reporting internationally.

  • Ability to lead change, contributing to joining up with the other teams in Risk and Business withincountry.
